The Western Mindanao State University (WMSU) has joined forces with the Department of Agriculture – Bureau of Agricultural Research (DA-BAR) to support technology commercialization projects as part of the Agricultural Competitiveness Enhancement Fund’s (ACEF) Research for Development (R4D) Component Program. The collaboration, formalized through a Memorandum of Agreement (MOA) signed by DA Senior Undersecretary Domingo F. Panganiban, Bureau of Agricultural Research Director Junel B. Soriano, and WMSU President Dr. Ma. Carla A. Ochotorena, who was represented by RDEC Director Dr. Reynante E. Autida at DA-BAR in Diliman, Quezon City on November 14, 2023. The ceremonial MOA signing was also attended by the two (2) project leaders of WMSU, College of Agriculture – Ms. Arlyn O. Rebuza and Mr. Arveelyle T. Lagora.

This DA-BAR ACEF aims to foster the development and promotion of agri-fishery technologies, ultimately contributing to increased productivity and income for farmers and fisherfolk. The ceremonial MOA signing was witnessed by officials from DA-BAR and State Universities and Colleges (SUCs), sets the stage for the execution of 24 new projects. Comprising 17 projects focused on upgrading R4D facilities and 7 supporting technology commercialization projects, these endeavors will be carried out by SUCs in collaboration with farmers, fisherfolk cooperatives, and associations as vital partners and beneficiaries of agri-fishery technology assistance and support.

There were 20 SUCs in the country which were able to avail of the DA-BAR ACEF grant and MOA signing on the said event; and out of 20 of these SUCs, four (4) of which have two (2) approved projects, including that of WMSU. The rest of the SUCs have one (1) approved project. For WMSU, two (2) projects were approved with P5M budget each, namely: 1) Upgrading of Plant Tissue Culture Laboratory at Western Mindanao State University, Baliwasan, Zamboanga City; and 2) Upgrading of ZamPen Native Chicken R&D Center at Western Mindanao State University, College of Agriculture (CA), San Ramon, Zamboanga City.

The partnership between WMSU and DA-BAR marks a significant stride in Western Mindanao’s agricultural sector. Both institutions are committed to uplift the livelihoods of farmers and ensuring the long-term viability of agriculture in the region. Through this collaborative effort, WMSU looks forward to pool its resources and expertise to make a more substantial contribution to agriculture and improving the livelihoods of the local farmers.

The approval of WMSU project proposals would not have been possible without the technical expertise of its project leaders and its team led by Ms. Arlyn O. Rebuza, Mr. Arveelyle T. Lagora, and Dr. Elderico P. Tabal, Dean of the College of Agriculture, and the administrative support from Dr. Ma. Carla A. Ochotorena (WMSU President), Dr. Joel G. Fernando (Vice President for Research, Extension Services and External Linkages), Dr. Berhana I. Flores (Chief of Staff), Dr. Reynante E. Autida (RDEC Director), and Engr. Swidin S. Husin (RDEC Associate Director).

In an exciting development for the agricultural and aquatic sector in the Philippines, the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program Batch 2 was officially launched during the inception meeting on October 2, 2023, at the Central Luzon State University (CLSU). The program aims to revolutionize the industry and promote sustainable growth in the country. This event marked the beginning of a transformative journey that brings together innovation advocates from across the nation.

The RAISE Program’s primary objective is to enhance the agricultural and aquatic sector in the region while strengthening intellectual property security, valuation, transfer, and commercialization. The implementation of an innovative system seeks to facilitate the protection of research and development outputs, especially those of cutting-edge technologies, and ultimately foster sustainable and inclusive growth for the country.

The inception meeting was attended by more than 90 program/project leaders. Meanwhile, around 140 participants joined the meeting virtually, the program’s inception meeting was a momentous gathering. Representatives from regions including Cagayan Valley, Central Luzon, Central Visayas, Eastern Visayas, Western Mindanao, Northern Mindanao, SOCCSKSARGEN, and Caraga converged to discuss the program’s vision and goals.

Notable figures present at the event included Dr. Edgar A. Orden- President of CLSU, Dr. Melvin B. Carlos- DOST-PCAARRD Deputy Executive Director for OED-ARMSS, and Dir. Noel A. Catibog, Head of TTPD-PCAARRD, among other PCAARRD officials.

RAISE- Western Mindanao was well-represented at the meeting by the Program Team Dr. Reynante E. Autida, along with Engr. Arvic S. Francisco (WMSU), Asso. Prof. Gladess A. Pagal (WMSU), Mr. Rey Ralph Virtucio (WMSU), Asst. Prof. Rickler R. Detalla (JHCSC), Asso. Prof. Yhebron J. Lagud (JRMSU), Engr. Evangeline P. Garcia (PRRI), and Dr. Maila V. Pan (ZSCMST). Dr. Autida will take charge as the Program Leader for the RAISE- Western Mindanao while concurrently overseeing a component project for the Regional Agri-Aqua Technology Business Incubator (ATBI) Project. During the meeting, he presented the Regional ATBI Target Outputs, outlining major plans and activities for the first two-quarters of the project.

The RAISE Program in Western Mindanao comprises four projects, with four subcomponent projects from different CMIs. These projects are as follows:

Project 1A: Establishment of IPTBM in J.H. Cerilles State College through the RAISE program- Project Leader: Asst. Prof. Rickler R. Detalla

Project 1B: Establishment of IPTBM in Jose Rizal Memorial State University through the RAISE program- Project Leader: Asso. Prof. Yhebron J. Lagud

Project 1C: Establishment of IPTBM in Philippine Rubber Research Institute through the RAISE program- Project Leader: Engr. Evangeline P. Garcia

Project 1D: Establishment of IPTBM in Zamboanga State College of Marine Sciences and Technology through the RAISE program- Project Leader: Dr. Maila V. Pan

Project 2: Establishment of Regional Agri-business Hub (ABH) in Western Mindanao through the RAISE program – Project Leader: Asso. Prof. Gladess A. Pagal

Project 3: Regional Agri-Aqua Technology Business Incubator (ATBI) in Western Mindanao through the RAISE program- Project Leader: Dr. Reynante E. Autida

Project 4: Establishment of Regional Knowledge Management (KM) Hub in Western Mindanao through the RAISE program- Project Leader: Mr. Rey Ralph Virtucio

The RAISE Program in Western Mindanao has a total approved budget of 25,246,080.00 pesos, generously funded by DOST-PCAARRD with counterpart funding from the implementing agencies. This substantial investment reflects the government’s commitment to advancing innovation in the agri-aqua sector, recognizing its pivotal role in the nation’s development.

The DOST-PCAARRD team demonstrated an unwavering dedication to pushing the limits of innovation in the agri-aqua sector. Throughout the meeting, their combined knowledge and commitment sparked lively discussions that forged a path for a planned course of action.

As the RAISE Program gains momentum, it holds the promise of not only elevating the agricultural and aquatic sector but also contributing significantly to the Philippines’ journey towards sustainable and inclusive growth. With collaboration, innovation, and dedicated leadership, the program is set to make a lasting impact on the nation’s economic landscape.

The WMSU AIHR is conducted each year by the RDEC of the Office of the Vice President for Research, Extension Services, and External Linkages (RESEL) to disseminate R&D projects that have been funded by either WMSU or external funders. It is an avenue to recognize the excellence of researchers and personnel in implementing R&D projects for the advancement of science and its relevance to the community and to inspire the next generation of researchers.

To qualify for the AIHR, a project or study 1) must have been funded by WMSU or other agency, 2) be completed or have adequate results for dissemination, 3) be implemented by a WMSU faculty or researcher, and 4) have relevant and significant scientific merit. The AIHR is a valuable opportunity for WMSU to recognize the excellence of its researchers.

This year’s winners of the AIHR are:

1. Prof. Marilyn M. Dioso (College of Teacher Education) for her paper “Skills and Readiness of General Education Teachers for Inclusive Special Education” (Best Paper Research Category for Social Science)

2. Marvin A. Maulion (College of Science and Mathematics) for his paper “White Noise Analysis of Particulate Matter in Zamboanga City” (Best Paper Research Category for AFNR/S&T)

3. Arvic S. Francisco (College of Engineering) for the project “DOST-PCAARRD-WMSU Agri-Aqua Technology Business Incubator Project Phase 2: Advance Incubation” (Best Paper Development Category for AFNR/S&T); and

4. Kay P. Ramos, Dr. Melbert C. Sepe, Dr. Genelyn G. Madjos, Dr. Myrtle Ayn Peñaredondo, Dr. Elderico P. Tabal (College of Science and Mathematics and College of Agriculture) for their poster “Genome Analysis of ZamPen Native Chicken (Gallus gallus Linn.) in the Philippines” (Best Poster).

The winners of the AIHR have received certificate of recognition and shall also be receiving some cash prizes. Moreover, the winners for the Best Paper for R&D Categories (AFNR/S&T) shall be endorsed to compete in the WESMAARRDEC’s Regional Symposium on Research and Development Highlights (RSRDH) in November 2023.

This year’s AIHR was attended by the researchers who conducted the completed research projects, including some WMSU Officials, faculty members, Research Coordinators, students, and representatives from funding agencies, academic institutions, and government agencies who served as panel of evaluators. The panel of evaluators for AFNR and Science and Technology included prominent individuals such as Dr. Synan S. Baguio, Director, DOST-PCAARRD, LRD; Dir. Ricardo A. Apolinario III, Asst. R.D, DOST – IX; Dr. Rufa Lara Mendez, Vice President for Research, Innovation, and Extension, ZSCMST; and Dr. Leonilo B. Abella, Director of WESMAARRDEC were. On the other hand, the panel of evaluators for Social Science and the Humanities were Dr. Jason V. Chavez, Research Director at ZPPSU; Dr. Robert V. Panaguiton, Faculty from the College of Liberal Arts, WMSU; and Dr. Pilar S. Caparas, Research Coordinator from the College of Liberal Arts, WMSU.

The AIHR is a significant event for WMSU as it recognizes the excellence of its researchers and their contributions to the field of R&D. The winners of the AIHR have demonstrated their dedication to their craft and commitment. WMSU congratulates the winners and the other presenters of the AIHR for their remarkable work and achievements.
